Benjamin Netanyahu (nicknamed "Bibi") is a member of the Likud Party, and was Prime Minister of Israel from 1996 to 1999, and again from 2009 to the present. His brother, Yonatan Netanyahu, led the famous Entebbe raids in Uganda which freed Israelis held captive by Palestinian terrorists, though he died during the rescue.
Norman Boutin has openly stated that Benjamin Netanyahu was the inspiration for Benjamin Scherzer, the Israeli prime minister in Empress Theresa. He's stated during those times that he only kept the first name because it would have been "too obvious" to use the last name (which raises questions about the character of Peter Blair).
Scherzer is prime minister during the evacuation of Israel, where all the Jews of Israel leave their nation to move to another land. Given Netanyahu's hardline position towards Israel's enemies, any ideas of changing borders, etc., it seems like the only similarity between Scherzer and Netanyahu is in name only. Which, of course, calls into question just how "inspired" Norman Boutin really was by Netanyahu.
